Open this image.

Press ctrl+j to copy this layer.The new copied layer name is"Layer 1"

Select "Layer 1" and go to Image manu >> Adjustment >> Desaturate.

Now the picture like black and white.

Now select "Layer1" and press ctrl+j to copy.

Now have to invert this image.press ctrl+i to invert.

Make this layer mode to "Color Dodge".

Now the picture like full white.

Go to Filter manu >> Other >> Minimum...
Apply Radius 1 Pixels.

Now the picte is like that.Apply a little bit Blur.

Go to Filter >> Blur >> Gaussian Blur

Now your picture look prety.
